Step 1: For any halter style, loop streamers one through the other at the nape of the neck
Step 2: Smooth out streamers straight down the back
Step 3: At the top of the zipper, loop streamers one through the other to create a straight line between the neck and bodice
Step 4: Separate streamers and pull one through each belt loop
Step 5: Tie streamers in either a bow or knot
